Three Years Into Foreign Adoption Ban, Russian Children Feel The Impact

In December 2012, Moscow passed a law banning U.S.
citizens from adopting Russian children. Russian officials say that
their efforts to promote domestic adoptions instead of foreign ones have
paid off, citing falling numbers at state-run orphanages. But some
family advocates say the numbers are far from clear, and warn that the
ban has only hurt countless orphans and potential parents. (Melani
